Netscape disabled access to HTTPS

XP Home addition - IE6 SP1 cannot access any HTTPS web
pages. SSL is enabled. Also, cannot utilize windows
update, replies that you must have administrator rights
even when logged on as administrator and in safe mode.

User had loaded Netscape communicator 4.?. I've
uninstalled that. I think it started the issue as I saw a
similar situation earlier this week.

Any thoughts?
