NETDOM access denied

Getting (529) accessed denied error when running Netdom 2.0

CLIENT:
OS: XP Sp1
Hostname: WORKSTATION
Account: Administrator

DOMAIN CONTROLLER:
OS: Win2003
Domain: ADDOMAIN
Account: ADAdmin

Failed Commands executed on server:
NETDOM JOIN WORKSTATION /domain:ADDOMAIN /UserD:ADDOMAIN\ADAdmin
/PasswordD:blah /UserO:Administrator /PasswordO:blah /verbose

NETDOM JOIN WORKSTATION /domain:ADDOMAIN /UserO:Administrator
/PasswordO:blah /verbose

NETDOM JOIN WORKSTATION /domain:ADDOMAIN
/UserO:WORKSTATION\Administrator /PasswordO:blah /verbose

Also fails when execute on workstation when using a local account that
does not have local administrator privilege.
Successful (but not useful) command when executed on workstation when
logged on with local admin account:

NETDOM JOIN WORKSTATION /domain:ADDOMAIN /UserD:ADDOMAIN\ADAdmin
/PasswordD:blah /verbose

Have tried removing, adding and verifying with similar results to
joining. I am seeing a failure audit in the local security log - WHATS
GOING ON?!!??!
