NetBIOSGroup

We have a Windows 2000 SP3 server, I'm trying to
start 'Routing and Remote Access' service but get
an 'Event ID: 7002' error. I checked the RPC service is
running but couldn't find 'NetBIOSGroup' service, how do I
start it? Following is the error msg:
