Windows XP .Net 3.5 sp2 fails to instal

Attempting to install .Net 3.5 SP2. Downloaded from MS, ran installer. Installation attempts to connect to MS during the install. Access to the internet and to MS is available, but it fails.

Googled and suggestion was to unistall .Net 1 and 2. Did that. Same error persists.

Any ideas?
