Navigation dimmed

I have bought frontpage 2003 and am trying to learn it. I wanted to try and insert a Navigation bar. But when I go to the Insert menu, the Navigation... is dimmed out, and also the Page Banner... is dimmed . I have an instructiion book, but it just I guess assumes they are available, and not dimmed. How do I get these to function?

Make sure that you have a site open (File Menu | Open Site) first. Then you must build a navigation
structure using Navigation View.

Tools Page Options Authoring and turn on the Design time tools for Navigation and Shared border if you use them
