My frontpage shared borders is dimmed, server command is dimmed to

The "frontpage 2003" Shared borders appears dimmed and the Server command
appears dimmed on the Tools menu. How do I activate the Shared borders on the
Format menu.

For Shared borders
Tools | Page Options | Authoring - turn the Author time Web components - including SB.

For the server you must have a site open on a server (not a disc based site) and your host must allow it
