My Docs, IE icons and right-click on Desktop

I would like to be able to keep users from deleting the My
Documents and IE icons from the Desktop. I am also
looking for a way to keep users from right-clicking on a
blank area of the Desktop and move icons around like as in
Auto Arrange. I have the icons set in a particular
pattern and would like to keep users from moving them
either by drag and drop or right-clicking on the Desktop.
