right-clicking on Desktop, moving icons

Can right-clicking on a blank area of the Desktop be
disabled and can users be prohibited from moving the icons
around on the Desktop? Thanks

If you've got Windows 2000 or XP Pro, you can use Group Policy to control
such actions--here's how:

Click START\Run\gpedit.msc

This will launch the Group Policy editor--you can adjust the settings by
user group, such as: administrator, user, power user groups, etc.
