If another account is on the system, log out or switch users, this brings up
entrance to xp,from there,select shut-down computer,it should within 20 sec-
onds.

My thoughts turn to virus or spyware causing this problem.

Make sure you perform a thorough scan for Viruses

The use Spybot Search and Destroy and make sure you scan for and delete any
scum ware - do this in safe mode.

After all this is done, make sure you check that all the device drivers are
OK [not showing up with Yellow Exclamation Marks next to them: this indicates
a problem with a device.

Try using the program "shutdown now" or alternativly shutdown from the task
manager (click ctrl + alt + del). Maybe try clearing stuff that u dont need
from the startup tab in msconfig (to access go to start then run then type
msconfig). That will get rid of all the crappy programs that keep your
computer running slowly and taking forever to shut down...

Good Luck

Cheers
