My Computer Properties

M. W. XP Pro. SP2 - Not able to access My Computer Properties, No access
to Firewall settings, Anti-virus Prog. Add or Remove Program, Help and
support, only accessable through control panel: _HELP, Basic Programs such
as calculator, MS Paint, WMP, not accessable. I have not made any user
account changes !!! or added any guest accounts !!! Also looks like DLL
files are incorrectly associated. Not sure what Program is associated with D
ynamic L ink L ibrary. Earlier before this problem accured I recieved an
Not able to Restore, ERROR: X _ this file does not have a program associated
with it for performing this action. Create an association in the Folder
Option control panel. Also Deleted downloded programs files because they
were damaged? Files downloaded and deleted Active X from Java, and
Microsoft! Any HELP would be greatly appreciated.

What is the history of this problem? Without knowing more:

Repair install
