my computer accepts incoming, but no outgoing on my network

long story short, I have 2 laptops, 2 pcs, and a playstation 3 that are all
connected to my network. All except for one pc, mine, has file sharing and
printer access. On my pc, I can see the other ones, and even access their
folders, but none of the other computers can see me and mine. My ps3 won't
recognize media sharing. I can send documents to the networked printer, if
that helps. I am at a loss here, because I use my pc to host a hard drive to
my fathers pc, but since no one can see mine in the network list, he can't
connect to the hard drive. Everything worked fine and then one day it stopped
communicating. Any ideas?

All computers have xp and one has 98. It worked fine and now I have no idea
what happened, everything stopped working a couple weeks ago and I figured I
would wait it out, but it's getting a little frustrating.
