My network placess

The hard drive in one of my computer broke and I get a new hard drive and
install Windows on it. At the time that plug the network cable to the pc all
my other pcs recognized, but from this pc I can't access to "My network
places" and when I try to access to "computer on the workgroup" shows a error
message asking for permission. Any suggestions or answer to how I can solve
this issue?
