My ammended webpage publishes jumbled?

When I try to ammend our dept. webpage using FP2003, when the site
administrator inserts it into the company site...my pages appear jumbled.
Any suggestions?

Use the space bar as a positioning tool is bad and will wack out your
placement:

Using layers which are abolute positioned is your main problem -

Using one giant image for your text is not a good idea either...increase
load time, and search engines cant text in images.

Can I create the pages using only layers with absolute positioning...do I
need to create these pages with lower resolution setting on my computer?
