msmsgs.exe - entry point not found

I receive the above titled error box with the following text every time I
open outlook express: "The procedure entry point CloseAppWindows could not
be located in the Dynamic Link Library oscore.dll". I have not been able to
find how to solve this error -- any help would be greatly appreciated.

1) Ask in an Outlook Express newsgroup
2) Reinstall AOL Instant Messenger. It's part of that.
