I HAVE LOADED SOME SOFTWARE THAT REQUIRES AN INSTALLER TO
RUN A 'MSI FILE EXTENTION'
DOES ANYBODY KNOW HOW I OBTAIN THIS?

Check it here:-Control Panel > Administrative Tools > Services, scroll
down to "Windows Installer",
right-click on this service and select "start".
