Monitor Power Save Broken

I have an Eizo T57S 17" CRT monitor that I have used for many years.
Various versions of Windows have been able to put it into powersave
mode where the led goes from green to yellow and the monitor "switches
off" etc.

But at some point, XP stopped being able to do this. If it tries to
put the monitor into powersave, the screen does go black, but it is
not really in powersave mode. The led is green and the picture comes
back instantly if I move the mouse. Not like real powersave mode where
the monitor has to "turn on" again and "warm up" to show a picture
again.

Does anybody have any idea why this is? Is there ANY way at all that I
can put my monitor into real powersave again? Using some extra
software or something. This is annoying :(
