MMC unable sav a snap-in

Windows XP Gold and SP1

It seems that I have lost the capability to bring up the Device Manager from
the Hardware tab of My Computer properties. When I try to do this, it says,
'Microsoft Management Console- The selected file cannot be found'. Any help
here as to what has happened and how to correct it?

Will the Device Manager open by...
Start | Run | Type: devmgmt.msc | Click OK

devmgmt.msc should be in C:\WINDOWS\system32

Same error: MMC it is not to open the file Probably the file does not exist
or has been created from a successive version of MMC and also possible that
sufficient rights are not possessed in order to open the file.
And when I create a new MMC consul and I save it: Error impossible to save
the consul.

I have tried every solution but I have not resolved the problem. I can create
one new console and add a snap-in, but I cannot save it, and I cannot open no
console predefined in Windows XP
I have in variable in path and I don't use Offline Files feature
