Windows XP missing file and missing hard drive

like most have said on here about the missing file it keeps coming up
Windows root\system32\hal.dll. when i try going to system restore it also said
that i cannot continue with that action because my hard disk drive cannot be detected plz if any help i could really use a good walkthrough
