Help - PC won't boot up - missing system32/hal.dll file

Hi

This morning, when I tried to boot up I got the following message

"Windows could not start because the following file is missing or corrupt:

<Windows root>system32\hal.dll.
Please re-install a copy of the above file."

Can someone give me a simple step-by-step procedure to re-install the
missing file please?

(I have an XP Pro CD-ROM, and if I could get to a basic working window,
I laso have backups and 'sYSTEM Restore point' from yesterday.)
