missing Bluetooth controlpanel

Hi there
I would like to connect via Bluetooth to my Nokia phone, from my Dell
laptop, Windows XP professional with Bluetooth connectivity. In the control
panels folder, there is no Bluetooth control panel - what happened here?

Appreciate any help.

Is the Bluetooth controller active/connected/installed in XP??? BLuetooth
is not built into every laptop, unless mentioned in the computer
specification at the time of purchase.

I have the "bluetooth manager" and the "bluetooth information exchanger" on
my desktop; I have the "bluetooth personal area network connection" in my
network connection (although it is always disconnected and can't be
connected);

Via the device manager, the properties of the "bluetooth personal area
network from toshiba" is working properly;

Yet, I can't connect; I can't make the the connection work. And, Ii don't
have the Bluetooth controlpanel.

this is odd - what should I do?
