Missing Applications in Taskbar

I'm running Windows XP SP2 on a Dell D600 laptop. Two issues; 1. Whenever I
minimize ANY open application, they do not show up in the taskbar. I right
click on the taskbar and disable any 'toolbar' options and the application
still do not appear. 2. After restarting the laptop a couple of times, the
toolbar doesn't show up at all...as if it were hidden. I hover my mouse
towards the bottom of the screen as well as the three other sides of the
screen, just in case the toolbar is 'hidden' but to no avail.

Figuring my OS is corrupt, I try to select and copy files to paste/move into
a network share...but when I right-click on the destination (whether it's on
the network share or a simple paste onto the laptop's desktop), the 'paste'
option is grayed out as if I did not previously copy the items. I tried to
copy and/or move one file at a time and the files will not paste to their new
destination. Has anyone experienced this before. Is there a fix or is my OS
infected with spyware/viruses. There are no virus popups nor notifications
from my antispyware/virus applications. I'm using Symantec ver.10 and
MSAntiSpyware App. Also, there are no noticeable sounds emitting from my
computer that would indicate a failing hard drive or exessive processor usage
(ie, fan blowing continuously). Thanks in advance for your responses!
