Major Taskbar Issues

I have Windos XP and I cannot view any open windows on my taskbar (let's say
I have internet explorer and word open I cannot use my taskbar to move
between the windows). Also when I dont have a toolbar checked my taskbar will
not become visible even when I have other applications open. I attempted to
move the toolbar items location but that wont even relocate. Is there any way
to get to the default taskbar functions or what can i do to fix this. It is
very time consuming to switch between applications using task manager. Please
any assistance would be greatly appreciated

So what happens when you click on one of the programs on the taskbar?
Nothing at all? Can you even see the taskbar? You don't have to use task
manager. Just hold down the alt button and use the tab button to go through
the open programs.
