Missing "Add or Remove Programs" list in Control Panel

I've a friend who has this problem on Windows XP notebook. When he goes to
Control Panel, Add or Remove Programs and clicks on that, only a listing of 3
programs is generated. His scroll bar on the right indicates there are more
(a lot more) but they don't appear on his screen? Any ideas on what can be
done to recover the list?
