Missing 16-bit system module

Hi

I have the Windows XP Home Edition SP1 Upgrade

When I try to load a New CD program I receive the following message:

NTVDM KERNEL: Missing 16-bit system module.

Please re-install the following module to your system32 directory:
VGA.DRV

I Updated the ATI Drivers in the Device Manager, Display adapters.

That did not solve the problem.

Now What should I do?

Try using SFC and see if VGA.DRV comes up as missing. If
not, re-expand VGA.DR_ from the I386 folder on the Windows
XP CD-ROM or on your hard disk.
