Menu Bar Missing

I just upgraded Outlook from 2002 to 2003 and the Menu
Bar (File, Edit, View, Tools etc.) is missing from the
main Outlook window.

When i right-click and select "Customize..." then go into
the selection menu, the checkbox next to the Menu Bar is
selected. It will uncheck. So in other words, the Menu
Bar is selcted - even if I go to customize the menu bar,
all of its regular commands are listed. But the menu bar
will not come up no matter what I do.

Does anyone know what is causing this error?

The outcmd.dat file is probably damaged. Rename it to outcmd.old to
completely reset the Toolbar
