Want Outlook 2003 to include web Favorites in menu bar like 2002

At work, we just upgraded from Office 2002 to Office 2003. In 2002, outlook
had a category in the menu bar (file, edit, view...) called favorites that,
obviously, contained the favorites from the web browser. When I try to
customize the toolbars, I see the category favorites, but cannot figure out
how to get it back in the menu bar for outlook. Is this not available in
outlook 2003 anymore? What I want is for my Outlook 2003 Menu Bar to look
like this

File Edit View FAVORITES Go Tools Actions Help

Can anyone help?
