May Not Have The Appropriate Permissions

I am unable to run any .bat files or access the dos
prompt at all with my windows XP. The error message that
gets displayed is "Windows cannot access the specified
device, path, or file. You may not have the appropriate
permissions to access the item." This happens whether I
am logged on as myself, or even as the original
administrator account. I have checked all of the
permissions, and everything seems to be set properly. It
really seems odd to not even be able to bring up the dos
prompt. Any Ideas??

Does your path environment variable begin
%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;
when viewed in the System Properties (r-click MyComputer) ?

No, it does not need to be changed.
I was just wanting to make sure that the path would
be correct to enable it to find things like cmd.exe
