Error Message Downloading IE8

IE8 seems to download successfully, but when trying to open the executable I
get "Windows cannot access the specified device, path, or file. You may not
have the appropriate permissions to access the item". There is lots on the
web about this, but I can not find a fix that will work for my situation. I
have shut down AV (Avira) and Firewall (Online Armor) and I have tried
creating a new administrative account. Running XP SP3 updated. Any ideas?

Per MVP PA Bear - I would strongly recommend disabling your anti-virus
application and any anti-spyware applications (other than Defender) before
installing (or uninstalling) an IE upgrade. If you're running a
third-party firewall, I would recommend disabling it and then enabling the
Windows Firewall before installing (or uninstalling) an IE upgrade.

Tip: Reboot twice after installing IE8 Final. Make certain that your
anti-virus application, any anti-spyware applications (other than
Defender), and your third-party firewall (if any)
is supported in IE8 Final before you decide install it.

I have seen this error message before when dealing with some executable
files and it was not related to IE8 (that's why I posted here). This is the
only time I have not been able to complete an instillation. As noted in
original post, I disabled my AV and FW during installation. There are many
posts on the web about this error message, but most relate to networks or
Vista (I am on single DSL computer running XP. Any other suggestions?

Since you didn't mention that the issue happens with other downloads,
naturally I assumed that your question was about IE since that was your
Subject line.

I don't know why you're having difficulties. Check the permissions on the
directory to which you are downloading the file.
