Mail - where is the unblock command

Microsoft help says:

The links don't work in a message I recieved
.... I you are certain that the message is legitimate and you want to anable
links ..., open the message and then on the information bar, click unblock ...

Well, I can't find the information bar it's supposed to be at the rop of the
email but all I have there is from/to information and the only thing that
does is turn blue when left-clicked. If it means at the top of all the
emails then that has the column control bar (ie it sorts email but nothing
else.

Above that is create mail etc., no unblock command there. Above that File
Edit etc. where I might have expected it to be but I have been through every
command with a fine tooth comb and while unblock does occur it's only as a an
inactive command in relation to junk mail.

I am rapidly building up a whole slew of e-mails that require me to respond
through links all of which reply to my attempts with 'Application not found'.

Help!

I assume this is about Windows Mail's Junk E-mail folder.
Right click the message and select Junk E-mail. Click Add to Safe Senders.

No! This is ALL my mail. My junk mail gets deleted.

Wow! My problem may be solved. I had a seperate, and more recent,
difficulty with my sidebar (gadgets weren't working and the 'get more gadgets
on the internet' link was dead).

By going to the start/windows button - selecting Default Programs - choosing
'Set Default Programs' - choosing 'Internet Explorer' - and selecting 'Set
this Program as Default. Everything seems to have reverted to normal, in
relation to the sidebar, and as if I had found and pressed the Unblock button
in my email.

However, I would still like to know where this Unblock button is?
