mail not deleting from server

I have my Outlook 2003 set to delete mail from server when deleted from
Outlook. I know it won't do it until the delted items folder is emptied. It
is emptied every time I turn computer off. It is not deleting off the
server. It used to in 2000, but with new 2003, it isn't. What is going on?
