Lost Administrator Privileges !!!

Windows XP Media Center service pack 2 system.

Somehow or other I'm locked out of Control Panel and all it's functions.
I have no idea how this happened and wonder if I can restore this very
important feature.

No matter how I log on, none of my logon names can address these
features.

When openingExplorer, and double clicking Windows\system32\control.exe,
it brings up the same window declaring "This operation has been cacelled
due to restrictions in effect on this computer. Please contact your
system administrator" Frustrating.......

Anyone with the knowledge to hack what ever is necessary to clear
these restrictions would be greatly appreciated. I am not afraid of
working in the registry, just don't have any idea where.

BTW, it won't let me restore either as that's locked out too!

Look at your Group Policies and see what restrictions are in place. To
launch the Group Policy Snap-in tool enter gpedit.msc in the Start Menu
Run box. The kind of problem that you describe is often caused by
malware, run up to date AV and Spyware scans on your machine.

It might be a security program blocking the Registry change it needs to
make. A few, but not all, of the programs now doing this are:
Ad-aware's Ad-Watch
IBM Access Connections
Kaspersky
McAfee VirusScan and/or Antispyware
Norton AV
Spyware Blaster
Spybot> Tools> IE Tweaks
Spybot- Teatimer
Spysweeper
Spyware Doctor
Windows Defender
Zone Alarm (free) 6.5 Reported to be fixed in later versions.

In the case of Zone Alarm 6.5 or Norton 2007 it actually has to be
uninstalled. Make sure the Windows Firewall is turned on until you
reinstall Zone Alarm.

Boot into Safe Mode with Networking and try the change.
