lock all xp sound recording properties

icq changes it from line in to mic in. I have no mic and I want it not to
change. Often when icq closes it changes back, but sometimes not. I turned
off the sound options in icq properties, but it still changes this xp
setting. If I forget to double check this, I loose all sound when I record
TV shows with my TV card. How can I stop icq from changing this system
settings? How can I lock all xp sound recording properties?
