Load program in SAFE mode?

Hi all..

I've found a great FREEWARE password protection program that I use in
windows 98Se (i.e. System Lock)

Unfortunately, the program does NOT load in SAFE mode. Is there a freeware
program that will enable this particular password protection program to also
run in SAFE mode? (It kind of doesn't make sense to have a password
protection program if all a person has to do is go into safe mode to bypass
it).

I'm guessing that you would have to use whole disk encryption to make it
impenetrable (as much as reasonably possible). Take a look at this thread:
http://tinyurl.com/2r5lu . Note, I have no experience with using whole disk
encryption so take that for what it's worth.
