.lnk and .exe problem

Hi

I have a problem with all .lnk files. All .lnk files linked to .exe. files
don't seem to work. When I try to click on any .exe file these also do not
work. With both types of file windows says it doesn't recognise the file
extention. But, for example, if I want to go on iexplorer.exe and I choose
the program as IE when windows asks me what to open it with it still doesn't
work.

This means I can not use system retore because rstrui.exe can not be opened.
I have tried reinstalling windows which T can't do, I presume that this is
because the setup.exe on the CD can not be opened?

Does anyone know how I can fix this? With some not too technical language?
