Laptop USB port

My laptop is mounted in car with charger plugged in. When
I turn off laptop and leave charger in to keep battery
charged, my USB LED light stays lit and ultimately causes
car battery to die. How can I configure USB port to
disable power upon laptop shutdown using WIn XP?

It isn't the power draw of the USB LED that's causing the car battery to
go flat, it's the power going thru the laptop battery thats taking the
juice. Unplug the laptop or connect to a switched plug.
