I recently got a broadband connection and soon after noticed that in the
Network Connection menu that everyone time I plugged in the broadband
modem/cable a new item (icon) automatically shows up under the "Internet
Gateway" group stating "<name> connected on <name>. This item is definitely
not something that makes me feel comfortable. When I try to delete it, it
tells me I can't. Every time I disconnect the cable the icon disappears.

On occasion the icon name changes, i.e.; someone else is now 'connnected' to
my computer. The issue is compounded by the fact the connection icon is
never connected, the status always shows as disconnected; when I try to
connect, it fails. Any idea what this is and how can I remove it from my
system and what this internet gateway and icon are?

Not sure exactly but it's probably just a reference to your broadband
connection. If you are concerned, you might want to install a firewall as
that will alert you and allow you to block unwanted incoming and outgoing
messages:

There are several free firewalls that if the above
can't resolve will help block the ports or the type of access the popup is
trying to gain to your system.
