JPeg images garbled

Can anyone help me diagnose this problem?
JPeg images do not display properly in IE 6.0 and MSN
Explorer and MSN browser windows. They are smeared and
garbled. Once in awhile they look fine for a few minutes
then become garbled again. I have eliminated a video card
problem. I have also eliminated RAM as the possible issue.
When they are viewed in Microsoft Explorer windows they
look fine.
And GIF images look perfectly fine everywhere.
I have found a diagnosis of Image Resizing with Internet
Explorer and it also explains that there is a download
available. They did explain that there was a workaround
by disabling image resizing in tools. That didn't work.
There is no download or link listed for this download.
And it only says to contact Microsoft support for it. Can
someone tell me where I can download this hotfix? Thanks

with your problem.

Here are a few more that you might also try:

Right click on the graphic you see and a pop up menu should appear. Select
"Show Picture" option.

Then, go to Internet Options>Advanced Tab>Show Pictures - check option if
unchecked to display pictures all the time

or

Try clearing the IE cache. I.E./Tools/Options/General/Delete files (and
delete offline content.)

or

You might also try doing a repair of the IE, Open Control Panel | Add/Remove
Programs | Select and highlight your MS IE version in the list, then click
the Add/Remove tab and when the dialog box comes up, select the Repair
Internet Explorer and then click OK. Let it run the repair. It might also
be a good idea to install the latest version of Microsoft Virtual Machine if
you have not yet done that.
