It is now safe to shut off your computer

When I tell windows xp pro to shutdown my AMD 2400 ATX
computer, XP Pro takes me to a, It is now safe to turn off
your computer, screen instead of powering my comp. off. I
then have to turn off the power supply to turn my comp.
off. ACPI enabled in bios, ATX MB and PS, AMD 2400 CPU,
450 watt PS, 512 mb ram. Anyone help???????????????
