disabling "It is now safe to turn your computer off"

Friends computer when he hits start/close/shutdown
gets the message, "it is now safe to turn your computer off message"
I know there is a way to disable this, in xp, just don't remember how too?

I would expect that that message appears because power management isn't
enabled or is otherwise compromised, so Windows can't actually shut the
machine off.

I don't really remember, I thought I recalled it had something to do with
power management. I'll have him
check his settings under there to see. Already did,wasn't sure. Think it had
something to do with the power button setting in windows.
