Microsoft has a virtual cd rom control panel. As far as I remember i
just unpacked the archive or installer it came in (with universal
extractor) and it didn't need to be installed.
I don't think you will find any - all virtual CD programs I have seen
work at system level by installing a driver for the virtual CD device.

It's one of the unsupported releases for XP although also reportedly
works on Windows 2000. It does include a system level driver which
needs installing to operate.

the ms solution is only for Xp so no good. however it must be possible
becourse
1. ms do it
2.truecript also makes on the fly a new driveletter but thats only for
encriptions and works very well
