Ipconfigs.exe error message

I had the error message a little wrong as it don't
stay on screen very long. The correct message when
windows shuts down is below, I run Hyjackthis, adaware,
and disk scan. Tried to delete Ipconfigs.exe but get
message they are system files they are located in I386 and
windows/system32 directories:

Ipconfigs.exe DLL Initialization Failed

The application failed to initalize because the

window station is shutting down
