internet properties problem

Hackers invaded my computer and disabled part of my IE
properties setup. In the "General" tab, they disables the
<home page> icon. I can't change my homepage address. When
I tried to go from the browser:
Tools>Internet properties,
I received a warning message:
This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.
I am the only user of this computer for non business use.
I can't figure out how to fix this problem.
I asked for support at a computer store Softvare Support
dpt. but they don't know how to fix the problem.

See if a restriction is found at this Registry Key:

HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions
Each DWORD value must be set to 1 to be enabled. To disable the restriction,
set the value to 0.

Exercise care whilst in the Registry. Export the key first so that you may
restore it if things go awry. Registry changes are virtually instantaneous,
and any ill-planned or executed change *may possibly* render your PC
inoperable.

If such a restriction is in that Key, remedy it as per the above
instructions. Then install adequate protection for your PC in the form of
Anti-Trojan/Spyware/Malware programs. Posts abound in this newsgroup which
list just about every ATS program made. The usual selections are Ad-Aware,
Spybot S&D, CWShredder, SpywareBlaster, SpywareGuard, CoolWebSearch (Smart
Search2 variant) MiniRemoval tool, and HijackThis.

Install, update, and run (run multiple times if need be) the respective
programs one at a time.

Remove only the Items displayed in RED that Spybot may detect. DO NOT remove
or clean ANYTHING else.With CWShredder and Ad-Aware, basically have them
clean all they find (if Alexa Related search is found, you may decide to
keep it; it isn't true spyware as the definition is understood). With
HijackThis, seek "professional help" at the SpywareInfo forums (or other
similar forums whose purpose is to aid in deciphering the Scan log HJT will
create). DO NOT have HijackThis fix *anything* until you've been advised
what is good and what is bad.
