Internet Options problem

I have a PC P4 256RAM WIN XP.
I am the only user of my computer.

When I try to access Internet Options on IE 6,
I get the following warning:

"This operation has been cancelled due to restrictions
on this computer. Please contact your system
administrator."

Is there any way to fix this problem?

do you have spybot search & destroy installed?

start>programs>spybot advanced mode>immunise>at the bottom of the page
uncheck all 3 items.
