Internet Explorer will not start

I have XP home with all updates installed. When I start Internet Explorer I
get the mouse timer on the mouse cursor for a few seconds then nothing
happens. About 3/4 minutes later the IE screeen comes up & I can use IE
with no problem.

After I have used it once I can close it & it starts again with no delay.
The problem comes back after a reboot.

If I start it twice after a reboot then I get one window straight away, then
3/4 minutes later a second window opens.

Any idea what is wrong?

I have the same issue with XP Professional. IE had been
working for several Months. I believe that it stopped
after an XP Update or Norton Internet security Update. I
have other users logging in on this same PC and are
experiencing not problem.
Does anyone have any Ideas
