Internet Explorer Tool Bars Configuration

In IE 6 using XP Pro, if I click on "view" tool bars, all the
options are grayed out and I can not add any of the optional tool
bars. If anyone knows how to remedy the situation, would appreciate

This has to do with NoBandCustomize and NoToolbarCustomize.
