INternet Explorer stuck on High security settings

I have a systems that has the security features of
INternet Explorer blocking access to any pages that rquire
a login in or any kind of secured access.

I have tried setting all of the security features to the
lowest possible settings but it still will not load the
pages. I cant even do the micrososft updates.

Anyone have any ideas..
