How to set the internet group secutiry to high?

Hello,
I'm trying to follow the steps recommended by the following article
for how to secure Internet Explorer:

but cannot set the internet group security to high (the first step in
the article). For one thing, there are several items in the 'Internet'
group (Tools--> Internet Options...-->Security tab-->Internet-->Custom
Level). I assume I need to do it for each item separately, is that so?
For another, every time I changed the original setting from 'Medium'
to 'High' for any item (e.g., '.NET Framework-reliant components'),
and click on OK or 'Reset', it seemed to have updated the setting but
it actually did not, because when I went back, the setting is back to
'Medium' again. Any ideas on how to set them to 'High'?

Yes, I do and I did. Is it the one that's producing the scenario I'm
seeing? What should I do now?

There were no check marks in the checkboxes for the two "Lock IE ..."
items in my Spybot (Tools-->IE tweaks), although I did use Spybot's
Immunize feature. So I cannot uncheck those checkboxes as suggested in
the above article. Anything else I should do?

According to the article in safer-networking.org, I should uncheck the
two "Lock IE..." items in Spybot (Tools->IE tweaks), if I have used
Spybot's Immunize feature. But I found that the two items are
unchecked anyway. Now what else should I do?
By the way, I posted this message yesterday morning but it did not

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

I cannot find the NoBrowserOptions item in the registry (by using
Edit->Find...). This is really getting strange.
