Internet Explorer 6 SO slow and disconnects on downloads...PLEASE HELP!!!

Hey,

before I start I'm running on Windows XP Pro Service pack 1 installed along
with all other updates Microsoft has to offer. 512 MB DDr Ram, High Speed
Cable.

My problem is my internet keep slowing down on me and often disconnects me
during downloads, for example I would normally go to www.norton.com everyday
and get the newest virus definitions and I would always download them at 450
kb/s but lately I have to wait a while for the page to load and during the
download it would hang and I would be forced to cancel the download an retry
same thing it would hang!!! Also some WebPages with links wont open, like if
I have to download something from www.fileplanet.com and I have to wait in
line that little dialog page has to show up to tell me what line I'm in it
wont show it will just hang and I too have to quit that! Is this a java
problem? What's going on do I need to tweak with my IE configuration uncap
my modem or what please help me! I want to get my internet back to normal
could this have been Microsoft incorrect update? please help me get my speed
back up I'm not paying $145 a month for 56 kb/s or else I might as well
transfer to light speed, also help me get my WebPages to load up instead of
hanging. I know its allot but I'm sure lots of people have this issue and if
you answer mine maybe you would be helping many others. Sorry one more
thing, my linksys router (etherfast wireless access point + Cable/DSL router
modem 4-port switch) the "Link" light is suppose to stay on but I sometimes
find it blinking or not even lit what would be a problem with this, just
wondering if any one else had this problem and yes I did upgrade the
firmware please help me. Thanks soooo much in advance:)!
