internet connection problems

Not sure what the problem is. I have a low speed internet connection (@26k)
with a v92 56k modem. Most days and sometimes several to a dozen or more
times, the following happens. On the status monitor, the status shows
connected, the received freezes at some value of bytes, however the sent
bytes will continue to increment. Obviously no pages will load and those
programs which are connection dependent stop. One that requires a link to
the internet to close will close normally (manually). I have discovered
that even though the system thinks it is connected, the phone line is free
to use.
This happens on two computers(portable, desktop), three operating systems
(98, XP, X64) and three different modems (built-in, PCI and USB)

The only choice is to disconnect (via status panel) and reconnect.

Any ideas will be appreciated.
