installing services?

I am missing telephony service under services in administrative tools from
the control panel.
Because that isn't there my remote access connection manager and remote
access auto connection managers do not work.
does anyone know if i could easily install a service or somehow get it back
on the computer?

thanks for the response, but what is that? and how do you do that. i don't
even know where to start.
